After almost two decades of the adoption of the Racial Equality Directive and almost a decade of the Framework Decision on Racism and Xenophobia, Romani community continues to face widespread discrimination across the EU, as the findings of FRA’s European Union Minorities and Discrimination Survey (EU-MIDIS II) stated. At large the EU perspective sees Romani community as an outsider. Nevertheless, Roma is Europe’s largest minority, with an estimated population of 10 -12 million and they have been present since around 1,000 years ago. Thus, they are part and add value to our Cultural European diversity. However, Roma community has been portraited mostly with negative aspects that make it difficult for Society at large to recognize them as part of our EU heritage. This since they have had a small representation by themselves in the framework of the agenda for cultural diversity and intercultural dialogue.

As a result, this consortium through PAL Art aims:

  • To support Romani to portrait their positive narrative and enhance their EU integration by empowering their creativity in different art fields.

This will be achieved by the specific objectives that are:

  • To examine and moderate different art methods and techniques to support social tolerance practices and inclusive adult education for Romani community in different artistic fields.
  • To empower Romani community to uptake an active role in their POSITIVE image across EU.
  • To incorporate Roma artistic expression in the framework of mainstream EU cultural agenda (REPRESENTATION in national, regional and local cultural activities).

The direct target groups and beneficiaries are as follow:

Target groups:

  1. Trainers: Professionals which are involved in the art sector or related to it. Also, professionals that support Romani integration to EU (e.g. social workers, VET teachers, assistance, volunteers and so on. They are accredited as trainers in one or different fields, but they would like to become trainers of PAL Art knowledge and activities.
  2. Learners: Professionals which are involved in the art sector or related to it. Also, professionals that support Romani integration to EU (e.g. social workers, VET teachers, assistance, volunteers). They would like to implement the knowledge and activities of PAL Art with their beneficiaries to contribute to PAL Art movement.


  1. Romani participants: Adults between 18 – 75 years old, which belongs to the Romani community (Romani origins). They have expertise in Arts or are motivated to be part of PAL Art activities. They will be empowering and will have an active role in their integration through their narratives.
  2. Visitors (Society): They are understood as the wider audience who are interested to see the artwork created by Romani beneficiaries during the PAL´s. This is the ultimate user of the chain to integrate Romani.

PAL Art is a project that intends to be a movement created under PAL Network that have 76 organizations from 23 EU countries and partner countries. To further strengthen the integration of the Romani with an estimated population of 10 -12 million across EU it is important to provide rooms for their contribution to EU culture across borders. PAL Art will provide this from the perspective of Romani as leader of their narrative to fight discrimination.

The results expected at the end of the project are:

  1. A Guide for positive narrative on Romani integration through Arts (IO1). This guide will provide the reality of Romani in EU and how to create positive narratives for Romani based on inclusive approaches. It will contain 6 modules. It will be assessing by 60 stakeholders and it will be consulted by 100 trainers.
  2. A Facilitator Programme for working in Romani integration through arts (IO2). The outcomes aim to prepare the training plan and materials necessary for the implementation of PAL´s pilot International training and PAL Art Labs as part of training of learners with Romani people. The Curricula includes 6 main topics and two types of lessons (Paper act and Art lessons). It will be assessing by 30 learners and it will reach at least 200 professionals.
  3. PAL Art MOOC (IO3). It will have two main learning sections: Training of Trainers (ToT) and Training of Learners (ToL). It will be contained knowledge and practical experiences from O1,02,04 and C1 & C2 and Multiplier events. It will be assessing by 10 participants from stakeholders organizations. It will reach at least 100 trainers and to will provide a learning experience for at least 200 learners.
  4. PAL Art Labs (IO4). It is the work base learning experience of learners with Romani people in each country. At least 12 trainers and 12 learners involved. At least 120 beneficiaries –Romani- involved.
  5. 2 International training activities: C1. PAL Art Capacity development with
  6. Trainers and 12 learners and C2. PAL´s pilot International training with 12 staff members from participant organizations and 15 Romani adults. Objective to transfer knowledge and practices from IO1 and IO2 and to PREPARE AND SHARE learning for IO3 and IO4.
  7. 6 Multiplier events (PAL´s Exhibition) to disseminate the positive narrative of Romani art works. It will reach 200 people from different target groups and at least 600 visitors.

More active participation, more positive attitude, increased opportunities of collaboration for Romani inclusion.

It has established a transnational partnership between 6 organizations –NGOs & privet entities that function as training centers and in the art industry- from different EU countries –Czech Republic, Bulgaria, Belgium, Greece, France & Croatia-. This will provide a strong background for the development of best practices approaches when dealing with education of disadvantage minorities with presence across and outside Europe such as Roma community.


HNM provides different training programmes and cultural activities for minorities in Czech Republic. They have supported different alliances for a better education for Minorities such as Roma communities. They have host artistic activities in the past that are perform by minorities; this sets in the minds of minorities that it is possible to take an active role in life.


UCLL is a well-known university who has experience in training programs for minorities such as Roma Communities. More importantly, it has the digital skills and experience in digital art creation for vulnerable groups in pilot local projects. They will provide as HNM the experience of running this local art projects. This time they will formalize the knowledge and skills needed to development contents for educational use and empowerment though art by spreading the knowledge in the digital area (MOOC).


LIGHT HOUSE OF THE WORLD is also an active organization working in vocational guidance –it has a mentor programme for education- so its value comes from its skills to actually implement direct activities with Romani people. They have a close approach to Roma community; their core value is inclusion of disadvantaged segments of the population such as minorities. Its strength came as well from the massive involvement of volunteers in their activities with their help they have created workshops in different art (music, painting…).


OECON GROUP Bulgaria is a private consulting group who has experience working with Roma community projects and with Erasmus+ project related to entrepreneurship and justice for Roma community. Its added value to the partnerships proceeds from its experience implementing training programmes and for its capacity to manage different resources with a strong quality approach.


OMG is a specialist in rising awareness campaigns for social development and social capital building. They have the expertise producing Short films with Romani community and displaying them in cultural events for massive audiences so their knowledge will be useful for the partners. Finally, AFL Studio is a private company that is involved with its community by its social responsibility activities. In fact, they are established in Ivry-sur seines a neighborhood outside of Paris that gathers an important community of minorities such as Romani. They have been working with the Municipality to build cooperation for inclusion. AFL Studio has expertise in developing art narratives for exhibitions related to public spaces for ecological and social innovation thematic.


AFL Studio is the first time that will participate in projects finance by EU funds for social development but definitely its professional trajectory working for Municipalities and schools in its core business but also for social responsibility assure us that they have the capacity and skills to stand this project. Partnership will support less experience understand Erasmus+ criteria.
