Despite strong legal and policy frameworks for children’s rights across Europe, many children continue to experience exclusion and unequal access to essential services.
The Beyond the Margins policy brief, developed by the PAL Network, highlights that the key challenge lies not in the absence of legislation, but in persistent gaps in implementation, coordination and long-term investment.
Roma children, migrant and refugee children, children with disabilities or neurodivergent profiles, LGBTIQ+ children, and children growing up in poverty are disproportionately affected by segregation, underfunded services and fragmented support systems.
The brief calls for a shift from short-term, project-based interventions to integrated, sustainable and rights-based child protection and social inclusion systems at European, national and local levels — ensuring that no child is left at the margins.
